Repository cleanup is now performed via Jinja2 macros
(``kolla_cleanup_repos()``) injected directly into each Dockerfile
template, replacing the previous Python-level injection in
``kolla_worker.py``. This ensures cleanup always runs before any
``USER`` directive, avoiding permission errors when non-root service
users attempted to modify root-owned repository files.

Base OS repositories (``baseos``, ``appstream`` on RPM distros;
``debian``/``debian-security`` or ``ubuntu``/``ubuntu-security``/
``ubuntu-cloud-archive`` on Debian-based distros) are now explicitly
re-enabled in every service image via the new ``kolla_enable_base_repos()``
macro. This guarantees that packages from base OS repositories remain
available in child images after parent image cleanup.
