Base OS repositories for CentOS Stream and Rocky Linux (``baseos``,
``appstream``, ``crb``) are now defined in ``repos.yaml`` and can be
overridden via ``--repos-yaml`` to point at local mirrors. When
overriding any of these repositories, all others sharing the same
``.repo`` file (identified by the ``file_group`` field) must also be
overridden to avoid silently disabling them.

Base OS repositories for Debian and Ubuntu are now defined in
``repos.yaml`` with ``distro: True``. They can be overridden via
``--repos-yaml`` to point at local mirrors. The ``gpg_key`` field for
Debian/Ubuntu repositories now supports absolute paths, allowing use of
distro-provided keyrings such as
``/usr/share/keyrings/debian-archive-keyring.gpg``.

When overriding an RPM base repository, any existing ``.repo`` file on
the image containing that repository ID is automatically removed before
the new one is created.

User-provided ``repos.yaml`` is now merged with upstream default instead of
requiring a full copy of stock file.
