We moved to CentOS Stream 8. Just no one noticed that binary target was
failing to build.
This change sorts out all failing images.

In TripleO side, tempest is consumed from container and it is
built using Red Hat ubi image which does not have iputils
installed and ping operation is common while running scenario
tests.
Adding iputils will install the ping command.

https://review.openstack.org/#/c/605980/ with this review in
tripleo, we use /var/lib/tempest path but in kolla tempest
dockerfile /usr/share/openstack-tempest is used which is not
mounted in tripleo deployment.
Let's reuse the same volume with tempest container instead
of /usr/share/openstack-tempest.

fixes build issue under Debian:buster on AArch64:
In file included from confluent_kafka/src/confluent_kafka.c:17:
confluent_kafka/src/confluent_kafka.h:22:10: fatal error: librdkafka/rdkafka.h: No such file or directory
#include <librdkafka/rdkafka.h>
^~~~~~~~~~~~~~~~~~~~~~
compilation terminated.
error: command 'aarch64-linux-gnu-gcc' failed with exit status 1
Under Ubuntu it is still broken because librdkafka is too old.

This change updates the docker files to use base_package_type instead
of doing specific distro checks for the rhel/deb generic cases. The
base_distro is still available and is used when a specific distro needs
a customization but if the differences are purely rpm vs deb, then the
base_package_type can be used.

* Currently on using tempest container, everything is running as a
root user under the container. All the test data when copied from
container to host, have different permission. In order to consume
those data we need to change permission. Adding tempest user to
tempest container fix the issue.
* New user can pass --user 'tempest' with docker run to consume it.
* It does not affect the workflow of tempest container used in tripleo ci.

* By using service_available config an user enable or disable
a tempest plugin as well as run the tempest plugin tests.

Tempest does not work with nose. Remove the nose dependency from
the tempest docker image. All required Tempest python dependencies
are defined in requirements.txt.

* python-tempestconf is an automatic Tempest config generator.
Currently it is used in RefStack and Tripleo projects and
installed directly RDO shipped tempest RPM package. It would
be good to include in Tempest container so that it can be while
using tempest container image from source.

Debian support is not maintained in Kolla so it got a bit behind Ubuntu
one. This changeset enables Debian for all images. Jessie (even with
backports) may be too old for some images though.
Also unify distro check to ['debian', 'ubuntu'] to keep alphabetical order
like it is done for RPM distributions.

1. Enable customization of pip packages in source
branch of most images
2. All pip packages install uniformly through
install-pip macro, user can easily customize his
own pip command (For example using a mirror)

Change needed to add header blocks to all Dockerfiles, similar to the
base.
Use case is to easily run something before packages are installed, e.g.
to COPY a local rpm in that can be added to the package list.

Currently if the install_packages macro is run with an empty
package list, it will add a yum or apt-get command with no
packages listed.
This bug fix aims to omit this line when no packages have
been given, or, the operator wants to use the "_override" /
"_remove" functionality to disable all packages being
installed in a Dockerfile.

There were some inconsistencies with pip install instructions
thoughout Kolla. We fix those here.
Additionally, we fix the virtualenv to properly use the site-packages
on the host if a library is not available in the venv.

'tool' type image that is spun up when needed.
