[tool.setuptools.data-files] does not support recursive directory
installation. The old setup.cfg [files] worked because PBR's
FilesConfig.expand_globs() used os.walk() to expand docker/*, but
this hook is not triggered by the pbr.build PEP-517 backend.
Move docker/ into kolla/ and use [tool.setuptools.package-data]
instead. Update kolla_worker._get_images_dir() to check the kolla
package directory first so both editable and regular installs work.

This fixes usage of cinder as glance backend.
Glance API source containers were missing both sudoers and
rootwrap config. rootwrap config gets included in Kolla
because otherwise it is clunky to get it from glance_store
where it lives. The positive side is that it has not
changed since July 2016.
Debian/Ubuntu binary have weird double-glance path to
rootwrap which gets fixed now by symbolic link.

set_configs.py has logic to handle chown of directories. Simplify
the codebase by removing these unnessary chowns. Further the chowns
cause some forms of NFS backed storage to not work properly.

The drop root change for Glance highlighted the fact that we were
binding volumes from glance_data into the wrong container - it was
glance_registry whereas it should be glance_api. This would result in
all images being lost if the glance_api container happens to restart.
Also, we need a sudoers file to chown the file backend dir to the glance
user.
