Due to the differences between Ubuntu and Centos around Apache2 I have
had to copy both start.sh and config-external.sh to be unique files
for Ubuntu so as not to affect Centos either. This can be removed when
we change the way config-external works.

- Updated the required variables to be sorted so
that they are better visible one on each line
- Removed variable defaults from each service scripts
and added them to tools/genenv file which holds
all default values

Makes use of new gen-source-tar script to provide a source based
keystone image.
This patch introduces a new concept of a .buildinfo file, which provides
variables specific to the image being built which cannot be defaulted in
a generic way, at least until the build script is overhauled. This file
is sourced before the .buildconf which still leaves everything
customisable by the user.

Due to a few issue that exist between keystone v3 and v2.0 the endpoint
needs to be created as v2.0. If it is created as v3, v2.0 queries will not
see the endpoint.

Add set_configs function that implements the flow from the proposed
ansible-multi spec. Move start.sh to config-internal.sh to preserve existing
behaviour.
config-externall.sh copies the appropriate configs in from the bind'd
location and sets permissions and ownership appropriately.

eventlet in master (Delorean) has had a regression making Keystone
not work well with it. Instead, we have decided to switch to the
recommended deployment model using httpd.

Database syncs should not be required every time a container starts.
We can default database startup to true, but give the option
to set it to false.

The only files in the docker image directories that differ majorly between
distros are the Dockerfiles (e.g. different package manager mechanisms,
different repo sources, etc).
The supporting files such as the start.sh/check.sh and config files should
largely stay the same between base images.
This change moves these files up into a "common" directory, and symlinks them
in the same way that the build script is managed. This means when adding a new
base distro only new Dockerfiles need to be created. Also, if a distro does
happen to require a vastly different start.sh script for example, one can
choose to simply not symlink to the common and instead drop in a custom one.
