Updates support for Ubuntu to install Horizon.
Update the Horizon install block to follow the same structure as all
of the other source install blocks.
Removed local_settings copy since that will be copied in from outside
with the config-external.sh script

Revert a8cc61efcfd583d7aaae0fc69f5a69ab7b29107e as Horizon has
landed the bugfix upstraem and its now available in RDO. From source
is not pulling master, so this isn't an issue there.

This is a temporary workaround to fix a Django error preventing
the Kolla Horizon login, while waiting for a fix upstream.
It is part of a patch created by Matthias Runge <mrunge@redhat.com>
https://review.openstack.org/gitweb?p=openstack%2Fdjango_openstack_auth.git;a=commitdiff;h=adfc494ec17ee43847d7c0c833dad9c178f29358
I've just used the patch for openstack_auth/user.py

The only files in the docker image directories that differ majorly between
distros are the Dockerfiles (e.g. different package manager mechanisms,
different repo sources, etc).
The supporting files such as the start.sh/check.sh and config files should
largely stay the same between base images.
This change moves these files up into a "common" directory, and symlinks them
in the same way that the build script is managed. This means when adding a new
base distro only new Dockerfiles need to be created. Also, if a distro does
happen to require a vastly different start.sh script for example, one can
choose to simply not symlink to the common and instead drop in a custom one.
