Download the rabbitmq_clusterer plugins to the correct path
rabbitmq-server version upgrade to 3.6.5 in RDO repo. This patch set
* Download the rabbitmq_clusterer plugins to the correct path
* Install 3.6.5 rabbitmq-server for Ubuntu/Debian distro
