[release] Use Yoga sources by default
The following projects do not have stable-yoga tarballs yet:
* monasca-api: stable/yoga exists, but no additional commits yet, so no
tarball. Use 8.0.0.
* neutron-vpnaas-dashboard: stable/yoga exists, but no additional
commits yet, so no tarball. Use 6.0.0.
* venus: no stable/yoga branch yet. Not in releases repo. Use master
branch.
