kolla-toolbox: Bump ansible-core to 2.16
2.15 patch was 2023.2 only - because we missed it last cycle [1]
ansible-core 2.16 requires python3.10 which is not the default
python in Rocky Linux 9 - therefore we use 2.15 there for now
