Enable keystone authentication for Barbican
By default Barbican has not enabled the Keystone authentication:
[pipeline:barbican_api]
pipeline = cors unauthenticated-context apiapp
According to the Barbican install guide[1] this pipeline should be:
pipeline = cors authtoken context apiapp
