CI: Post sources.yaml changes
Add sources.yaml trigger on aio/mariadb/prometheus jobs
Move out yamllint header from sources.yaml to yamllint config,
because the kolla-check-sources.py does not ensure the header is
there and it's easier to fix it in this repo.
