Remove temporary fix for skyline-apiserver.
skyline-apiserver's Dockerfile has a comment around removing a line when
I2dababab7c79e7c37983c1702178419c88e014a5 merges. Given the
referenced change has now merged, remove the TODO and the temporary
fix.
