Change config for lbaas service_plugins
Lbaasv2 is used by default, we should change service_plugins for lbaas
from 'lbaas' to
'neutron_lbaas.services.loadbalancer.plugin.LoadBalancerPluginv2'
as suggested in networking-guide:
