Also pin to the most recent release of mksproxy, 0.0.2. The vmtp 2.5.0

This is done by removing the dependency on OPAE SDK.
Additionally, cursive is no longer tried to be installed again
in the agent image as it is already installed in base via regular
requirements.
Details in reno and the referenced bug report.

This controls the upper constraints file used in the kolla-toolbox
image, and the openstack_branch configuration option.
The networking-l2gw project has not had a release or stable/ussuri
branch created yet, so this change pins it to the master branch.

OpenStack tarballs are hosted on tarballs.opendev.org.
tarballs.openstack.org is just a redirect.
This change switches the tarballs-base configuration option to
https://tarballs.opendev.org. Since the new site is namespaced, we need
to add openstack/ to the URL path, or in some cases x/.
The following projects now publish under the x/ namespace:
* networking-ansible
* networking-mlnx
* vmware-nsx
* vmware-nsxlib

During this cycle Neutron team merged networking-ovn code to Neutron.
As a consequence of it "OVN Octavia provider" project has been created.
Before it the driver was placed in networking-ovn tree.

- networking-ansible
- networking-mlnx
- networking-l2gw
- vmware-nsx
- vmware-nsxlib

This is not needed plugin without any branches or releases. And wants Python 3
while we have Py2 for CentOS 7.

14:43 <@EmilienM> apparently it's still here https://github.com/openstack/tripleo-common-tempest-plugin
14:43 <@EmilienM> we should burn it, weshay|ruck ^
14:44 < hrw> EmilienM: also fine to drop from train?

AArch64 lacks Erlang in CentOS 8 - we have to wait for 8.2 release to
get it. So no RabbitMQ for us.
And no Fluentd.

When build is done with logging to separate files we have a lot of files
with logs like this:
INFO:kolla.common.utils.mongodb:Skipping mongodb
This patch stops that. Builds will be a bit faster as we do not push
skipped or unbuildable images into build queue anymore.

Upstream kibana package ships x86_64 binaries of NodeJS. I usually
repacked package without them to have something for other architectures.
Instead let us install upstream. Then on non-x86 archs we add nodejs
from distribution and remove x86-64 binaries.

This is a follow up to I8b52b2630a72393bf4b9c7095fc67db6c36c27fa, which
upgraded elasticsearch and kibana to 6.x. It did not enable the
repositories or images for CentOS 8 however.
This change enables elasticsearch and kibana images for CentOS 8.

With the move to RHEL/CentOS 8 we no longer have Python 2 in our images
so there is no need for checking which Python version (2.x or 3.x) is
used inside of containers.
We also no longer have to support yum as a value for
distro_package_manager.

Now that py2 is gone, oslotest dropped dependency on mock and will
soon affect Ussuri CI [1], let's use unittest.mock built in py3.
This also fixes py38 jobs and proactively prevents py36 and py37
failing due to [1]. This is because we never included mock in
test-requirements (but in lower-constraints where it does not
really belong at all) and instead relied on oslotest to bring
it in.

The repo is Python 3 now, so update hacking to version 3.0 which
supports Python 3.
Fix problems found by updated hacking version.
Update local hacking checks for new flake8.
Remove hacking and friends from lower-constraints, they are not
needed in installations.

There are currently a few corner cases with the --skip-existing and
--skip-parents flags. Examples:
1. kolla-build --type source --skip-parents monasca-grafana
This does not try to build the monasca-grafana image. This appears to be
an issue when the image is a grandchild.
2. kolla-build --type source --skip-parents
This will build all images. Expect it to skip parents.
3. kolla-build --type source --skip-existing
This will build all images. Expect it to skip existing images.
The filter_images method does quite a lot, including handling
whether images are buildable, regex/profile matching, and which images
to skip. The matching and skipping parts are done in a single pass,
which can lead to some weird effects due to dependencies between the
images and their statuses. Also, skipping is only currently applied when
there is a regex/profile filter.
This change splits out the matching and skipping into two separate
passes. In the first pass, we mark all buildable images that match the
filter as matched. In the second, we iterate over matched images,
applying the skip existing and skip parents rules.

Upstream kibana package contains NodeJS x86-64 binaries so can not be
used directly on non-x86 architectures. I took upstream packages,
removed NodeJS binary from it and added 'nodejs' dependency.
Package is present in my Linaro OBS repository where I keep other
packages needed for aarch64 kolla run. Via APT pinning I mark them as
not wanted so they are not used on any architecture with two exceptions:
1. libvirt - we need fixed version to be able to use ThunderX servers
2. kibana - to be able to run it at all
For x86-64 upstream kibana package is used.
