This matches the version used by Ubuntu images since Flamingo [1][2].
Debian Trixie still uses 25.03 [3].
Support for 25.03 has ended on 7 March, 2026 [4] while 25.09 is
supported until 5 September, 2026 [5].

VAST uses NVME-over-TCP to implement Cinder volumes. When
Cinder uses VAST as a backend driver and Glance uses Cinder
as store, the nvme-cli package is needed in glance-api,
to generate NVME NQNs.

CentOS/Rocky 10 no longer supports DSA keys, causing haproxy-ssh
to fail on startup with "unknown key type dsa". This aligns
haproxy-ssh with the same fix already applied to keystone-ssh
and nova-ssh.

The hostmonitor calls crmadmin and cibadmin with run_as_root=True,
but the sudoers file only includes crm_mon. Since the container runs
as the masakari user, sudo calls to crmadmin and cibadmin fail with
"password required", causing the hostmonitor to skip all host
monitoring every cycle.
This completely breaks automatic instance evacuation in HCI
(hyper-converged) deployments where all nodes run the full pacemaker
stack instead of pacemaker-remote. In separated deployments, the
crmadmin code path is skipped because pacemaker_remote_status=True,
which is why this bug has gone undetected.

real production deployments. The driver was formally deprecated because
it requires the archived zake library, and is being removed soon.

Kolla delivers InfluxDB v1, which is EOL (unless you have paid support).
There are no plans in upgrading InfluxDB to v2 - so let's drop it.

The move to Debian Trixie for Kolla master accidentally broke SPICE
consoles for Nova (both Horizon and spice-direct). This is because Debian
and Ubuntu now package the SPICE support in a separate package. Without
this package, an attempt to start an instance in Nova requiring SPICE will
result in messages like this in the nova-libvirt logs:
libvirt.libvirtError: unsupported configuration: spice graphics are
not supported with this QEMU
And the instance will enter an error state.
The fix is to install the `qemu-system-modules-spice` package as well in
the nova-libvirt image. This re-arrangement of packages does not affect
Debian Bookworm unless backports are explicitly enabled later.

networking-generic-switch was added to u-c [1] and it breaks our
install scheme.
Alternative is to remove networking-generic-switch from sources.py,
but that would be a user facing change and if we would pursue that
we would need to do the same for all neutron plugins.
using u-c removal macro to preserve previous approach of installing
n-g-s from a branch tarball compared to a pypi version

To fix arm64 valkey build.
The virtual `valkey` resolves to `valkey-server` in bookworm-backports,
but our global -1000 pin blocks it. Amd64 worked only because extrepo
shipped it. Use valkey directly from the backports packages instead.
