In TripleO side, tempest is consumed from container and it is
built using Red Hat ubi image which does not have iputils
installed and ping operation is common while running scenario
tests.
Adding iputils will install the ping command.

In order to orchestrate a smooth migration of fluentd to newer
td-agent on CentOS x86_64, a label that points to fluentd binary
and version are needed.

These run lspci and have this requirement in respective bindeps.
CentOS images seem to have it installed but Ubuntu not.
Ensure pciutils package is always installed.
zun-compute seemed to work nonetheless but generated errors
about being unable to take host inventory.
cyborg-agent is unknown to work at all and deb is unbuildable.

This retains the default, but allows the directory to be customised
if required. This is useful, for example, when using Kolla Ansible
to deploy multiple instances of MariaDB.

Currently we use Ansible 2.2 in kolla_toolbox, while lowest supported
version is 2.6 - bumping up to 2.8.
* Use upper constrains in Dockerfile.j2, instead of pinning them in
here - Ansible is pinned to 2.8.*
* Add no_log=True in kolla_keystone_user
* Add endpoint_type as a param in kolla_keystone_service - now
AnsibleModule requires all options to be defined, otherwise it throws
an UnsupportedParameter error
* Add openstack_release variable in kolla/common/config.py which
is used for fetching upper-constraints.txt for desired release

The prometheus_client package is required to use the Prometheus plugin.
It makes sense to include this dependency by default since Kolla Ansible
can deploy many Prometheus exporters, making it easy to scrape their
metrics and store them in Monasca. The increase in size of the container
image is negligible.

Good to have proper Java version. Better is when JAVA_HOME is also
adjusted to point to proper directory. And to have it set proper way.

The changes in the following commit did not completely solve the
problem of osd initialization failure:
https://review.opendev.org/652612
In order to solve this problem, the partprobe command consistent with
ceph-disk is added, and then a loop is added to detect the partition,
which is acquired every 1s. When the partition appears, the osd
initialization is continued.

sqlalchemy-collectd was added in
I2bcaa44c184bb24e5caeeb8d204dda627de59c91, however it also must
be installed alongside anywhere that python-sqlalchemy is installed
since it provides an in-process plugin that transmits metrics
to a remote collectd daemon.
Also adds the python3 version of the package to the py3 version of
the collecd/Dockerfile.j2.
Note this is currently an *RPM only* package, and as of this
commit is not yet availble for other packaging systems.

This resolves an issue where the previous version of the plugin
would fail to re-send buffered logs if a post to the Monasca Log
API failed. With this new version of the plugin, logs are correctly
buffered and resent.
