TripleO container builds are currently failing for ppc64le as the
rabbitmq repo file doesn't exist, causing sed to fail. [0] The file not
existing is expected for TripleO image builds as these repos are
overriden in this case. [1] This patch tests that the file exists
to prevent this failure.

This lets Zun containers use Cinder volumes.
Zun-compute formats attached block devices.
ext* and xfs are the most common filesystems and have tools
included in other relevant images.
In case of Ceph ceph-common is required for rbd attachment.
iSCSI is supported via packages installed in base.

This makes mirrored repos used as soon as they are installed
in the image, instead of hitting upstreams.
This patch also adds crmsh override.
Usable only after infra change merges.

Since Ubuntu 14.04 is no longer supported, this commit removes
the exemption for it.

Haproxy complains that user 'haproxy' already exists during installation
and is not 'system user'. So let bump range for 'system' users to make
it happier.
Our images do not have normal users so it should not affect.

The ICMP probe in the Prometheus blackbox exporter requires
elevated privileges to function. Linux root user or CAP_NET_RAW
capability is required. Can be set by executing setcap
cap_net_raw+ep blackbox_exporter. This change also bumps the version
of the blackbox exporter to the next minor version to allow for this
support.
'+ep' means we're adding the capability as effective and permitted.
See: https://github.com/prometheus/blackbox_exporter

Fluentd packages in CentOS Opstools SIG repos is very old,
because of old-ish ruby (2.0) packaged with CentOS 7.
On the other hand - TreasureData packages for fluentd are packaged
with embedded ruby as dependencies - so this change moves to those.
Thanks to that we are able to move from fluentd 0.12 to 1.4.2.
Still we need ruby-devel for non-td-agent distros,
because we download monasca output plugin as source and build it
during installation.
* Bump up td.repo to version 3
* Merge sudoers into one file
* Change fluentd plugin install macro to reflect changes

We are splitting the ironic-inspector package into RDO into
ironic-inspector itself and its dnsmasq service. This change
updates kolla to install both packages to avoid breakages when
RDO removes mutual dependency between them.

MariaDB in Ubuntu packages is backlevel (10.1).
Devstack gates are tested on MySQL 5.7 which is not compatible
with MariaDB 10.1.
Neutron recently introduced a db migration
that breaks on MariaDB 10.1, but works on MariaDB 10.3 [0].
Bumping up version to 10.3 on Ubuntu to match CentOS (RDO) version.

Currently the Nova API container does all the database bootstrapping
for Nova. In a deployment with more than one active cell, it makes
more sense for the conductors to bootstrap their own databases, rather
than have the Nova API container do it. This change adds support for
that. Until the support is actually used, we leave Nova API as-is.

In TripleO side, tempest is consumed from container and it is
built using Red Hat ubi image which does not have iputils
installed and ping operation is common while running scenario
tests.
Adding iputils will install the ping command.
