Kolla-ansible expects for /opt/kibana/bin/kibana to exists as
the default path location, centos/redhat distros have this location
set, so it would be desirable for debian to at least have a symlink
to the executable under the /opt path.

This allows you to chainload iPXE from a standard PXE
environment.
As the PXE container already has apache installed, we
now have everything we need to support iPXE booting.

For Debian we use 'stretch-backports' image due to requirements of some
images. That means that we also have systemd from backports. This breaks
'open-iscsi' (base) and 'python-guestfs' (nova-compute) installation.
Solution is to install 'udev' and 'systemd' in proper versions.

Official ARM support as part of the release process of grafana is on
development [0].
For now, the closest official repositories are the ones from fg2it
repository, which is also part of the developers working on the support,
so we are adding it to the sources for now until the official support is
done.

Since Ocata, it has been recommended to disable EPEL when using RDO
because of breaking backward compatibility.
https://docs.openstack.org/ocata/install-guide-rdo/environment-packages.html
There seems to be no special reason to use EPEL in case of RHEL.

openstack-base image includes a list of dependencies to be
installed in the image. However some of the packages in this
list seems not to be used by any or very few OpenStack services
according to the info found in codesearch.
This patch removes some python packages from this list as we
are in the process of cleaning dependencies in RDO.
