Neutron-server and openvswitch-agent images consume sfc plugin
code to run sfc services.
This change adds db sync for sfc plugin.
Also move sfc code into neutron-base so other services
can make use of the plugin.

neutron l3 ha router is using ping for keepalived track script [1],
without ping keepalived vrrp health check would not work properly[2],
it should be added for l3 agent container.

We do not want to break base neutron-server container by adding
extensions that may cause DB upgrade failures, etc. Therefore it is
better to create a specific ODL neutron-server container which can use
neutron-server as its base and then contain these additional SDN related
packages.

Debian support is not maintained in Kolla so it got a bit behind Ubuntu
one. This changeset enables Debian for all images. Jessie (even with
backports) may be too old for some images though.
Also unify distro check to ['debian', 'ubuntu'] to keep alphabetical order
like it is done for RPM distributions.

The latest release of OpenStack has moved a lot of the neutron
metadata proxy processes to use HAproxy instead. This package
is not installed by default and causes builds to fail.
This patch addresses this issue by adding the HAproxy package
which should clear out gate problems for source installs.

neutron-metadata-agent image expected the /var/lib/neutron/kolla
directory to be present but it was not created as part of the image
building. As a result, the extend_start.sh script fails with:
stat: cannot stat '/var/lib/neutron/kolla': No such file or directory
This commit defers setting the right ownership for files and directories
to the kolla config API via a config.json file.
Kolla-ansible already mounts the directory as the
neutron_metadata_socket named volume and uses kolla API to set the
ownership and permissions [1].

This centralizes all user and group creation into a single source. This
will fix any current and furture uid/gid mismatches (such as with
nova-libvirt).
In the process, we also unify users between the distros in a standard
way. The users in the following containers change from thier defaults:
Ubuntu: _chrony user is now chrony
Ubuntu: memcache user is now memcached
All: qemu user is used for ownership and socket permissions
All uid and gid numbers are customizable via kolla-build.conf
