Kolla-ansible expects for /opt/kibana/bin/kibana to exists as the default path location, centos/redhat distros have this location set, so it would be desirable for debian to at least have a symlink to the executable under the /opt path. This centralizes all user and group creation into a single source. This will fix any current and furture uid/gid mismatches (such as with nova-libvirt). In the process, we also unify users between the distros in a standard way.
