When doing a source install, ironic doesn't have python3-systemd as a
dependency and the current ironic-conductor container doesn't install
the required dependencies which causes the ansible deploy interface to
fail with the error, "Systemd bindings do not exist". This adds the
needed dependencies when doing a source build. This installs the needed
files for both rpm and deb builds on python 2.x and 3.x.

RDO is currently working on python3 support for the next version of
CentOS/RHEL based systems. This package uses the distro_python3 flag
that was added as part of I4028991bad92c0e8e21066cc4173c06ce5eba393 to
use the python3 specific package names. This change only adds python3
package names for RHEL systems.

This change updates the docker files to use base_package_type instead
of doing specific distro checks for the rhel/deb generic cases. The
base_distro is still available and is used when a specific distro needs
a customization but if the differences are purely rpm vs deb, then the
base_package_type can be used.

qemu-kvm-ev was used with centos,
in case of rhel when you have
access to the virtualisation related channels qemu-kvm pulls
qemu-kvm-rhev which is the recommended one.
qemu-kvm-ev was referenced by devstack long time ago,
but the explicit package install on rhel family today
is qemu-kvm and not qemu-kvm-ev.
I am unsure about the other distros, so just changing rhel.

* Added python-sushy for CentOS/RHEL for the redfish driver
(introduced in the Pike release).
* Added ansible and systemd-python for ansible driver
(introduced in the Queens cycle).
* Added python-scciclient as it was packaged for CentOS/RHEL.
* Removed seamicroclient, pyghmi and pyremotevbox as the
corresponding drivers were removed.
* Removed wsman as no drivers use it any more: the AMT driver
was removed, the iDrac driver switched to python-dracclient.
Most of removals happened as part of the Ocata driver cleanup:

Delegate code style validation to computers, they're better than human
at it :)
This commit adds a new `tools/validate-indentation.sh` script that
errors when it finds an indented Dockerfile instruction, and enables
the validation in the pep8 check.
Also adjust the logic of `tools/validate-all-dockerfiles.sh` so that it
doesn't stop on first errors but instead shows all of them.
Fixes the remaining indentations in Dockerfiles.

A few new images got apache as part of blueprint
apache-packages-for-apis without a cleaning up. Without this step the
containers may fail to restart due to runtime files already present.
This commit fixes it for all images with the exception of heat-base so
that it can be cleanly backported to stable/ocata.
It also removes the unused APACHE_DIR variable from freezer-api and
keystone extend_start.sh script.

This change updates the ironic-inspector image to use the
ironic-inspector user rather than the ironic user to execute the
ironic inspector service as this more closely aligns with what is
typically done by downstream packagers (specifically, Ubuntu and
RDO).
This change rebases the ironic-inspector image onto the openstack-base
image instead of the ironic-base image. We configure an
ironic-inspector user and use this to execute the ironic-inspector
service. We also configure ironic-inspector to log to
/var/log/kolla/ironic-inspector instead of the previous ironic
location.
Following this change we no longer need the workaround of a
sudoers file for the binary install type that was added in change
I8ecd0b658b8df8f38ddf717fa9443d4dc2896984.

like it is done for RPM distributions.

The original fix (8b101b28a1040fd6b4753c09364106274d7e6e09) for bug
1676466 added unnecessary entries to the sudoers file in the
ironic-base image. These included a rootwrap entry pointing to the
virtualenv used by source type images (not present in binary type
images) and a modprobe iscsi_tcp which is only required by the
ironic-conductor image.
This change adds a single sudoers file for the iscsi_tcp modprobe
to the ironic-conductor image and reverts to the common pattern of
adding a sudoers file to ironic-base only for source type images.

This apache module is necessary for when one wants to use TLS for the
services running over httpd.
This only addressed RHEL based systems at the moment, since there is no
such package available for Ubuntu. This requires apache2.2-common which
will carry a lot more dependencies; So I think this should be handled
and decided in a separate patch.
when installing mod_ssl in RHEL-based distributions, an ssl.conf file is
installed in the /etc/httpd/conf.d directory. This file tells httpd to
listen on port 443; however, we don't want to do this by default, since
this should be explicitly enabled by the container's configuration. This
line is thus removed from the configuration.
A release note was added, which specifies this. And the last sentence
can be removed if this is addressed for debian/ubuntu as well.

When built with the binary install type (at least on CentOS), Ironic
inspector fails to start and the container remains in a restarting
state. The log file shows that it is failing to execute iptables, and
analysis found that this was due to an incorrect rootwrap
configuration. The RDO ironic inspector RPM expects Ironic inspector
to be run as the ironic-inspector user, however Kolla uses the ironic
user. This means that neither of the packaged ironic nor
ironic-inspector sudoers configuration files works for us.
Kolla currently installs a sudoers file pointing to the rootwrap
script in the virtualenv of the source install, but of course this
only makes sense for source installs, and should not be installed for
binary installs.
This change adds a second sudoers file that will work for the binary
install type, and installs the correct sudoers file for the install
type.
