The horizon image copies the masakari dashboard's policy file to Python
site packages, but it should go to /etc/openstack-dashboard. This allows
the dashboard to be seen by non-admins, although it fails to load.
We get an error like the following in horizon.log:
No policy rules for service 'instance-ha' in
/etc/openstack-dashboard/masakari_policy.json
This change fixes the issue.

All Apache httpd setup has been moved to a new helper script,
kolla_httpd_setup. This includes the existing clean of /run/httpd,
/var/run/httpd, /tmp/httpd etc.
Horizon has an additional bit of Apache config for Debian/binary, which
has been kept in extend_start.sh for horizon.

Stein/Buster packages are enabling plugins by default at its
installation time, but we actually know what plugins should be enabled
just only at the deploy time.
Therefore we need to install all available plugins and disble them right
at the image build time.
Plugins will be enabled according to deployment (kolla-ansible)
configuration at deploy time.

Commit 43b74ccc157c0b50138c3785ed91dab504895571 enabled use of Python 3
based packages but not switched to use Python 3.
Some of images still contain Python 2. There are two reasons:
- Ceph (ceph-common depends on Py2)
- python3-ldappool on Ubuntu 18.04
In Ceph situation Py3 packages were added. For second one we can not do
anything - Py2 dependency got dropped in Ubuntu 18.10 version.
Removed neutron-server-plugin-networking-infoblox due to being not
maintained. Once https://review.opendev.org/#/c/657578/ get merged
someone may revert that part.

If you run the horizon container with a restart policy of never, and the
static asset compression fails, the container fails to start, e.g. (seen
in CI)
++ /usr/bin/manage.py collectstatic --noinput --clear
Traceback (most recent call last):
File "/usr/bin/manage.py", line 18, in <module>
from django.core.management import execute_from_command_line
ImportError: No module named django.core.management
However, with a restart policy of unless-stopped (the default). the
horizon container will fail the first time but will succeed after a
restart. This is because the settings bundle hash is updated before the
compression is attempted.
To fix this, update the hash after compression completes successfully.

RHEL7 derived distros use Python 2.7
RHEL8 uses Python 3.6
Ubuntu 18.04 uses Python 3.6, but we haven't enabled it yet.
Debian:buster uses Python 3.7, but we haven't enabled it yet.
We have several places in code where "/lib/pythonX.Y/site-packages"
is used so we need to know value of X.Y rather than py2/py3 switch.
How to check for Python 2:
{% if distro_python_version == '2.7' %}

previously, the horizon container would not re-rerun the manage.py
collectstatic/compress tasks when configuration files in
/etc/openstack-dashboard/local-settings.d were modified (or added or
deleted). This commit modifies the checksum calculation to take all
configuration files into account.

A recent change to kolla-ansible (a729dcc4) bind mounts /tmp from the
host to handle uploading of larger images. Unfortunately this is also
where we keep the state file for horizon which controls whether assets
need to be recompressed (.local_settings.md5sum.txt). This means it is
left over on destroy and causes issues with CSS / assets on redeploy.
Change the location of this file to
/var/lib/kolla/.local_settings.md5sum.txt so it is cleaned up correctly
along with the container.

In kolla we set SECRET_KEY from passwords.yml
Ubuntu and source images deploy right because
they dont remove defaults secret_key file but really
is ununsed. [1]
RDO removes the import and the default key [2]
file making horizon container fail to start due
cannot stat <Key file>.
Symlink to local_settings is only needed for source images,
binary packages already do that symlink during package install[3]
