The extend_start.sh script for cinder-api uses an incorrect test to
check if the MAX_NUMBER variable is set. This leads to a incorrect
cinder-manage command being run if this variable is not set, making the
database migration fail.
This change fixes the test to properly use the MAX_NUMBER variable.

RDO is currently working on python3 support for the next version of
CentOS/RHEL based systems. This package uses the distro_python3 flag
that was added as part of I4028991bad92c0e8e21066cc4173c06ce5eba393 to
use the python3 specific package names. This change only adds python3
package names for RHEL systems.

This change updates the docker files to use base_package_type instead
of doing specific distro checks for the rhel/deb generic cases. The
base_distro is still available and is used when a specific distro needs
a customization but if the differences are purely rpm vs deb, then the
base_package_type can be used.

qemu-kvm-ev was used with centos,
in case of rhel when you have
access to the virtualisation related channels qemu-kvm pulls
qemu-kvm-rhev which is the recommended one.
qemu-kvm-ev was referenced by devstack long time ago,
but the explicit package install on rhel family today
is qemu-kvm and not qemu-kvm-ev.
I am unsure about the other distros, so just changing rhel.

Ubuntu 18.04 has been released. We need upgrade to it this cycle.
Changes made in this patch
- Bump ubuntu repo from xenial to bionic. Some repos do not have bionic
packages, so still using xenial repos.
- Drop mariadb, percona and nfs-ganesha repo, because these packages are
already provided by Ubuntu official repo.
- Since qdrouterd does not have bionic repo and xenial packages does not
work on Ubuntu bionic, just add it into ignore image list.
- Use python-rtslib-fb and targetcli-fb rather than python-rtslib
and targetcli
- use xen-utils package name rather than with package version one.
- Seems unsigned repo won't work on Ubuntu bionic, stop using infra
mirrored unsigned repo in gate building job.

A few new images got apache as part of blueprint
apache-packages-for-apis without a cleaning up. Without this step the
containers may fail to restart due to runtime files already present.
This commit fixes it for all images with the exception of heat-base so
that it can be cleanly backported to stable/ocata.
It also removes the unused APACHE_DIR variable from freezer-api and
keystone extend_start.sh script.

This changes moves cinder-api to make use of apache to launch
its processes.
Ubuntu binary removed support in Ocata for cinder-api system
services [1].
At this moment cinder in Ocata branch is not working at all
due this issue.
This changes aims to fix cinder in master only for ubuntu binary
with the purpose of make a clean backport to stable/ocata without
do any other change on the backport process.
A follow up change will migrate other OS/install_type to make use of
Apache but only changing master branch.

one. This changeset enables Debian for all images. Jessie (even with

like it is done for RPM distributions.

This apache module is necessary for when one wants to use TLS for the
services running over httpd.
This only addressed RHEL based systems at the moment, since there is no
such package available for Ubuntu. This requires apache2.2-common which
will carry a lot more dependencies; So I think this should be handled
and decided in a separate patch.
when installing mod_ssl in RHEL-based distributions, an ssl.conf file is
installed in the /etc/httpd/conf.d directory. This file tells httpd to
listen on port 443; however, we don't want to do this by default, since
this should be explicitly enabled by the container's configuration. This
line is thus removed from the configuration.
A release note was added, which specifies this. And the last sentence
can be removed if this is addressed for debian/ubuntu as well.

This centralizes all user and group creation into a single source. This
will fix any current and furture uid/gid mismatches (such as with
nova-libvirt).
In the process, we also unify users between the distros in a standard
way. The users in the following containers change from thier defaults:
Ubuntu: _chrony user is now chrony
Ubuntu: memcache user is now memcached
All: qemu user is used for ownership and socket permissions
All uid and gid numbers are customizable via kolla-build.conf

Some projects that use Kolla docker containers (TripleO) run cinder-api under
httpd. This patch adds the httpd package so that it exists in the container
and can optionally by used via Docker entrypoints.
As many of these projects do not require the use of Apache (it is opt-in) at
this point not all deployment frameworks support the use of it so
the existing configuration defaults have been left as-is for now.

Allow cinder-volume, nova-compute and nova-libvirtd to be configured to
use NFS. In order to mount and work with NFS shares, several containers
needed the NFS packages installed during build time.
One somewhat significant change is the addition of an explicit bind
volume for nova-compute that has shared mounts enabled.
According to docker-run(1), the shared mount propagation flag can only
be specified for bind mounted Docker volumes and not named volumes.
In an NFS setup, cinder-volume mounts the NFS shares so that it can
create and manage the Cinder volumes. When a new instance is created
with a Cinder volume or a Cinder volume is attached to an existing
instance, nova-compute mounts the Cinder volume from the NFS share for
nova-libvirtd. In order for nova-libvirtd to then see those Cinder
volumes the shared mounts flag must be enabled for the Docker volume.
Remove the rpcbind container as it is only necessary for operators who
are using NFSv3 or lower. There is no known need for this currently
however, this container can be added in the future should an operator
require it.
