2021-06-16docs: Update release management for Xena processMark Goddard1-97/+270
At the Kolla Xena PTG [1] we discussed making some changes to the release process, as well as improving documentation around some of the less well documented steps. Since then, a draft proposal was circulated [2], and discussed in IRC meetings [3]. This change updates the release management documentation based on the agreed process. It also includes Kayobe release steps which were previously documented separately [4].
