This is a mechanically generated patch to complete step 1 of moving
the zuul job settings out of project-config and into each project
repository.
Because there will be a separate patch on each branch, the branch
specifiers for branch-specific jobs have been removed.
Because this patch is generated by a script, there may be some
cosmetic changes to the layout of the YAML file(s) as the contents are
normalized.
See the python3-first goal document for details:
https://governance.openstack.org/tc/goals/stein/python3-first.html

The current bluestore disk label naming is inconsistent with the
filestore. The filestore naming format is that the disk prefixes
belonging to the same osd are the same and the suffixes are
different.
This patch keeps the bluestore's disk naming as well.

Zun processes were run as user 'root' in before. This is undesirable
for several reasons (i.e. security, privsep). This patch make the
Zun processes run as 'zun' user, which aligns with the practice of
other containers.

previously, the horizon container would not re-rerun the manage.py
collectstatic/compress tasks when configuration files in
/etc/openstack-dashboard/local-settings.d were modified (or added or
deleted). This commit modifies the checksum calculation to take all
configuration files into account.

All repositories we depend on got synced to mirrors. So we no longer
need to fetch ceph-luminous or opstools from buildlogs.centos.org
server.

We no longer have to set $contentdir for CentOS as it is set in centos:7
images now.
This code was required when Docker hub had 7.4 images while 7.5 packages
were already in repositories.

qemu-kvm-ev was used with centos,
in case of rhel when you have
access to the virtualisation related channels qemu-kvm pulls
qemu-kvm-rhev which is the recommended one.
qemu-kvm-ev was referenced by devstack long time ago,
but the explicit package install on rhel family today
is qemu-kvm and not qemu-kvm-ev.
I am unsure about the other distros, so just changing rhel.

from swift-bootstrap container to swift service containers, so
we need to revert the patch set at [1].

RDO review https://review.rdoproject.org/r/#/c/14081/ changed the
locaction of the config files for the openstack-sahara-ui and added the
symlinks to be more consistent with the other horizon plugins packages.
It's not necessary anymore to treat sahara-ui as a snowflake and the old
copy in horizon dockerfile must be removed.

The Monasca Agent consists of 3 processes. The collector, which
collects system level metrics from a host, a statsd server, which is used
to receive application specific statsd metrics and a forwarder service
which batches metrics and sends them to the Monasca API at pre-defined
time intervals.
Partially-Implements: blueprint monasca-containers
