When user starts Kolla on system without Docker daemon running huge
traceback is generated and then exit.
Issue is because KollaWorker raises exception but no one catches it
(then only call to it is in run_build() which assumes everything is ok).

The `--save-dependency`, `--list-images`, and `--list-dependencies`
options to the kolla-build commands do not actually require docker
daemon running. This commit stop kolla-build from complaining when it is
called with one of the above options without docker daemon started.

this package is a WSGI helper for caching, not in openstack
requirements, and only referenced in refstack and airship.
If it's used by any packages that I missed it should be implicitly
installed where used/needed instead of in openstack-base and not used

Bifrost containers are failing to build occassionally due to udevadm
timeouts. This is likely related to an ansible issue,
https://github.com/ansible/ansible/issues/43884, which can be worked
around by increasing the gather facts timeout value. This change updates
it to 30 seconds from the default 10.

When asserting the validity of config files, we currently
use viewkeys(), which has been removed in Python3, so a kolla
container cannot set the config with Python3 only.
"Traceback (most recent call last):",
" File \"/usr/local/bin/kolla_set_configs\", line 406, in main",
" config = load_config()",
" File \"/usr/local/bin/kolla_set_configs\", line 297, in load_config",
" validate_config(config)",
" File \"/usr/local/bin/kolla_set_configs\", line 238, in validate_config",
" if not data.viewkeys() >= required_keys:",
"AttributeError: 'dict' object has no attribute 'viewkeys'"
Use keys() instead, which is compatible with both Python2 and
Python3, and has no visible performance disadvantage and wrap it in a
set() call so that we are guranteed to compare sets.

This change updates the docker files to use base_package_type instead
of doing specific distro checks for the rhel/deb generic cases. The
base_distro is still available and is used when a specific distro needs
a customization but if the differences are purely rpm vs deb, then the
base_package_type can be used.

Currently in all the Dockerfile.j2 files, we are doing base distro if
conditions for package names when installing via a binary. Rather than
duplicating these base_distro in [<distros>], let's provide a single
value for determining the binary installation method. This change adds a
base_package_type which we can use to lookup if 'rpm' or if 'deb' rather
than relying on specific distro names.

As we add support for python3 on RHEL based systems, we need to add a
flag to key off of in the Dockerfiles to swap out the python3 package
names. This change adds a distro_python3 configuration option that can
be defined to force python3 or python2 package names. If this option
is not provided, we set this to True for RHEL 8 based distros and false
for other distros.

On some distro, running kolla_start via su changes
the default UMASK, and consequently set_configs.py
generates a /run_command that is not world-readable,
and kolla cannot start the configured service.
Make sure /run_command always has 'go+r' permissions.

When using the customizable filter to modify variables, if a template
overrides file is shared between multiple sets of images, it is sometimes
possible that a customised variable does not exist for a set of images.
A specific example:
My template overrides file has this:
{% set ironic_inspector_packages_append = ["python-pip"] %}
Normally I build binary/centos images.
kolla-build -t binary
Sometimes however I build a bifrost centos/source image, because bifrost
does not support binary images.
kolla-build -t source bifrost
The ironic inspector image does not define ironic_inspector_packages for
the source build, since it does not need any.
{% elif install_type == 'source' %}
{% if base_distro in ['debian', 'ubuntu'] %}
{% set ironic_inspector_packages = ['iptables'] %}
{% endif %}
{{ macros.install_packages(ironic_inspector_packages |
customizable("packages")) }}
The install_packages macro copes with the undefined variable, however
the customizable filter does not handle the base variable being
undefined if a customised example exists.
This change allows the customizable filter to ignore undefined
variables, even if they have been customised.

Correcting and clarifying the documention for how to build OVS images
with DPDK support:
* The additional heading was confusing and the following sentence even
more so.
* Fixed the image name in the build command.
* Updated the OVS and DPDK version numbers to current stable versions.
