Affected builds on Ubuntu which had:
npm 3.5.2
while the latest was:
npm 6.13.4
And CentOS had:
npm 5.6.0
This patch runs npm update via npm.
Pinned to 6.x.
Additionally, this moves npm packages prefix (root) to
/usr/local to avoid conflicts with native packages.

AArch64 is getting popular and not all changes working on x86-64 work
properly on aarch64 architecture. Let check them.
Job is running in separate pipeline due to low number of aarch64 nodes.

For infra images work we need 'base' image to be 'install_type'
agnostic. So it will be the same when built for 'binary' or 'source'
install type.

We want RabbitMQ 3.7.10-1 for Ubuntu. So set it in one place which is
designed for such things instead of doing it everytime we want to
install it.

Ie586b0f249e545877ab1dd156d08e1863cd479ba removed use of rpm packages so
it is time to disable building for non-x86 platforms.
Upstream provides own container images for several architectures.

All Apache httpd setup has been moved to a new helper script,
kolla_httpd_setup. This includes the existing clean of /run/httpd,
/var/run/httpd, /tmp/httpd etc.
Horizon has an additional bit of Apache config for Debian/binary, which
has been kept in extend_start.sh for horizon.

blueprint container-health-check
Now docker supports healthcheck directive[0] in Dockerfile,
which is helpful for checking container aliveness.
Base for this patch were healthcheck scripts from tripleo[1].

In some situations, Keystone bootstrap can fail, and then unhelpfully
fails displaying the error message output by the 'keystone-manage
bootstrap' command. This appears to be due to unprintable control
characters in the error message which prevent the output of the script
from being valid JSON.
This change fixes the issue by piping the output through 'cat -v', which
replaces unprintable characters with control codes.

In past we were building 'dumb-init' from source. Then in commit
f8fd56056114af7e2c8b8185cd258c6fd3993c8c we moved to using binaries from
Debian packages instead. With keeping compiler...
Now Travis CI supports all architectures we care about. So dumb-init
upstream built all binaries for us.
Good bye compiler stuff. 115 megabytes saved.

https://review.opendev.org/#/c/672023 added mellanox agent
container which contains python2 packages but on RHEL8 tripleo
job, python3 packages are needed which broke the periodic
container build job, including python3 packages will
fix the issue.

source images until CentOS 8 / python 3 support is available and
working.

OpenStack projects are beginning to drop python 2 support on the master
branch. CentOS 8 is not yet ready, so our best option to continue
building and testing CentOS is to use the Train tarballs for source
images.
This change also introduces a new openstack_branch config option which
can be used to set the branch used for source images. For CentOS/RHEL,
the default is stable-train, for Debian/Ubuntu it it master.

As CentOS 7 is Python 2 we need a way to remove plugins used in
OpenStack components once they switch to be Python 3 only.
'remove_py3_only_plugins_for_py2' macro does exactly that.
This change also disables networking-bgpvpn for python 2.

Commit 109706aa8b26f6f915e1cadae89de8135c3b68bf bumped 'system' users
beyond range used by Kolla. So Debian/Ubuntu does not complain that
system users created by packages exist already on package install.

Since some time (around v0.22.0) skydive team has stopped publishing
rpm packages in centos-opstools repo - instead they moved into
producing docker images for consumption.
This change removes usage of rpms for rpm distros and uses GitHub release
binary as in deb distros.
