Make start.sh run with pipefail and nounset to avoid common errors
in the start scripts and detect them early.
Httpd code had to be patched to allow it to pass on Debuntu.
Also fix the two missed applications of httpd to make sure all
its path are covered.
And also fix Horizon's ENABLE_ZAQAR - K-A does not use Zaqar.
Yet another - Horizon's settings_bundle. :-)
Finally, fix Neutron for Debuntu (KOLLA_LEGACY_IPTABLES).

It seems I mixed up the order when commenting/uncommenting.
Neutron base has to go first.

a bug [1] in progress, but let's fix it faster in Kolla - and revert once
UCA fixes it on their side.

This patch reverts changes to the Dockerfile and configuration script
that were made to support running the service using wsgi. Ironic
Inspector does not currently support running with wsgi.

If image is always built same way then it is considered 'infra'.
BINARY_SOURCE_IMAGES variable lists toplevel binary/source images.
There is a switch "--infra-rename" to enable renaming of infrastructure
images. Disabled by default to keep compatibility (will be enabled in
future patch).
Implements: blueprint infra-images

or install_metatype is used. So add them only there (and their
children).

Following this change it is possible to add 'Depends-On' lines to a
kolla commit message that point to reviews in other projects. For
example, this could be used to test building and deploying container
images containing a change to the nova project that is currently in
review.
It also allows to introduce jobs testing against Kolla in other
projects.
The kolla-build-config Ansible role can also be used by other projects,
such as kolla-ansible, to generate the necessary configuration.
This takes us closer to the Kolla Builder - Next Generation concept [1].

Deprecates support for the certmonger, ec2-api, novajoin, ptp, radvd,
rsyslog and zaqar images. In Wallaby support for these images will be
removed from Kolla. No known downstream projects use these images.

The horizon image copies the masakari dashboard's policy file to Python
site packages, but it should go to /etc/openstack-dashboard. This allows
the dashboard to be seen by non-admins, although it fails to load.
We get an error like the following in horizon.log:
No policy rules for service 'instance-ha' in
/etc/openstack-dashboard/masakari_policy.json
This change fixes the issue.
