This reverts commit 33da736668108ded943691d490cb72812c8b150d.
Reason for revert: That commit broke bifrost.
It needs to be redone and tested with bifrost.

This reverts commit 383364e671fb82e3c0ddca37a4690a1a33be3b54.
Reason for revert: Xena stay in jinja 3.0.1 which still provides contextfilter. In RDO, jinja is consumed from CentOS repo which still provides version 2.11, so this change is causing problems.
I'm proposing to revert this change and retake it Y release when jinja is updated to 3.1 which will not provide contextfilter.

apt-key is deprecated and in Debian 'bullseye' it complain when we use
it the way we did.
The right way is to store key files in separate directory and then, for
each repo source file, point to proper key. And this is what this patch
does.
Both distros use the same keys now.

This patch switches masakari-monitors image to follow nova-compute
and ceilometer-compute images.
This will be used and required after [1] merges.
Usage of libvirt-python from PyPI has already proven to be
problematic on CentOS Stream in our stable branches. [2]
With this patch we avoid those issues as well.

CentOS binary packages for Xena have moved Neutron's api-paste.ini file
to /etc/neutron [1]. Make this file available at the old location [2]
for compatiblity with kolla-ansible, until the configuration is modified
to use the new location.

Since commit 39f03063c0b0b22e608bbc606423e51be632be2a in
masakari-dashboard (also in Depends-On), Masakari dashboard uses
and distributes only the policy in YAML format.

Patch adds a script in the monasca-thresh image that can be used
to check if a topology exists in Storm, and optionally kill it.
This is part of a bug in kolla-ansible where topologies were
not submitted to Storm, but run locally. This patch includes
a topology check script enabled by KOLLA_BOOTSTRAP which will exit
kolla_start if the topology exists, and optionally enables topology
removal (to allow replacement) enabled by TOPOLOGY_REPLACE.
Topology names and various timeouts may be customized. If the
new env variables are not set, existing behavior is unchanged.

This patch is setting users home dirs to /var/lib/{user}.
This is the usual default but it's good to be explicit.

Pacemaker complains that group 'haclient' already exists
during installation and is not 'system group'. So let bump
range for 'system' groups to make it happier.
Our images do not have normal groups so it should not affect.

Hacluster-pacemaker images need to have pacemaker cli utils
available in all distros and they are provided by pacemaker-cli-utils
package in Debuntu systems. Due to a different dependency chain
this package is not installed in Debian. This package is also
*recommended* dependency of pacemaker and pacemaker-remote in both
Debian/Ubuntu systems, but unfortunatelly it is not installed
on Debian via APT by default.
This patch adding this package to list of package to be installed
on Debian/Ubuntu systems for both hacluster-pacemaker (required)
and hacluster-pacemaker-remote (to ease with debugging).

Xena cycle uses Jinja 3.0 so let update Kolla's code for it.
From Jinja2 documentation:
jinja2.contextfunction(f: F) → F
Pass the context as the first argument to the decorated function.
Deprecated since version 3.0: Will be removed in Jinja 3.1. Use pass_context() instead.
jinja2.contextfilter(f)
Pass the context as the first argument to the decorated function.
Deprecated since version 3.0: Will be removed in Jinja 3.1. Use pass_context() instead.
Also bumped version in requirements.txt to same as in openstack/requirements
