Both kubetoolbox and magnum-conductor install 'kubectl'. In different
versions. And only for x86-64.
New macro knows how to handle other architectures. AArch64 binary is
fetched properly, other architectures (ppc64le for now) gets info that
there is no binary upstream.
Also updated to v1.5.4 as this one is used by kube/* images.

By setting up the shebang inside a jinja2 block, this allows the
operator to use a different init system of simply disable it. This is
especially useful with docker 1.13 that comes with its own stripped
down init system (a build of tini) that would cause the containers to
run double init systems if used with the '--init' command line
argument.

Skip the creation of `plugins-archive` or `additions-archive` for
binary builds as they are only checked-out as part of the source build
process. Doing so also has the nice side-effect of failing the build in
case someone accidently includes an 'ADD plugins-archive /' instruction
to the binary section of a Dockerfile.

Normally we update APT lists when 'base' image is built. But when some
time pass those lists get out-of-date and images can not be built.
CentOS based images handle that without issues because YUM updates
repository data whenever they are out-of-date.

that repo does not provide packages for AArch64 so I use mariadb/mysql
packages from distribution instead.

Some projects that use Kolla docker containers (TripleO) run zaqar
under httpd. This patch adds the httpd package so that it exists in the
container and can optionally by used via Docker entrypoints.
As many of these projects do not require the use of Apache (it is
opt-in) at this point not all deployment frameworks support the use of
it so the existing configuration defaults have been left as-is for now.
