AArch64 builds fail with "AttributeError: install_layout". This is due
to setuptools issue in Debian:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1003252
Switching setuptools to use distutils from stdlib makes error go away.
Backports: Xena, Wallaby (this is where it was first reported).

Sometimes it might be useful to disable a source for an image, e.g. for
a plugin that is not used. This may be to reduce image sizes, or
restrict the dependencies necessary to build images.
This change adds a new 'enabled' option to each source definition. This
allows sources, plugins or additions for each source image to be
disabled individually.

This change adds and unifies an ability to override hardcoded URLs for
air-gapped environments via the usual blocks mechanism. Also, this
change replaces ENV with ARG instruction for the variables used only
in building images, and uses bash variable expansion where it possible.
This change is a continuation of the I46b77978926fc2b578a68d1aaa944b2198af0685

The current documentation about source override is ambiguous and let
users presume that you should always use "-base" after the project name
you want to override source location.
This assumption is wrong, as kolla look for a section who match exactly
the name of the image. Images who don't have a "-base", like Horizon,
are really hard to override for a user.
I propose to put an example without a "-base" and also add a disclaimer
in the documentation about that.

This is noop on CentOS (it was installed as a dep already - better
be explicit) but installs qemu-img (and other qemu utils) on
Debian and Ubuntu.
qemu-img may be used by libvirtd to create non-raw images as it
happens, e.g., when Kolla's libvirtd is used by tenks.

Libvirt 8 got recently backported to bullseye so we can make use of it.
QEMU 6.2 was already available but conflicted with libvirt/bullseye.
Also started listing which packages we want from backports.

When using Ironic with UEFI boot mode and iPXE booting, nodes will
attempt to chainload iPXE using a Network Boot Program (NBP). This is
configured in Ironic via [pxe] uefi_ipxe_bootfile_name, and the default
since Xena is snponly.efi. In Wallaby and earlier releases, the default
was ipxe.efi. These files need to be available in the /tftpboot
directory of the ironic-pxe image.
The current default of snponly.efi was not present for any supported
distros. ipxe.efi was present for Debian/Ubuntu but not CentOS, which
appends the architecture to the filename (e.g. ipxe-x86_64.efi).
This change ensures that both ipxe.efi and snponly.efi exist in
/tftpboot for all supported distributions, ensuring that both the
current and previous Ironic defaults should work. Where these files have
different names, we use symlinks to allow for any deployers overriding
the filenames in configuration.
