sqlalchemy-collectd was added in
I2bcaa44c184bb24e5caeeb8d204dda627de59c91, however it also must
be installed alongside anywhere that python-sqlalchemy is installed
since it provides an in-process plugin that transmits metrics
to a remote collectd daemon.
Also adds the python3 version of the package to the py3 version of
the collecd/Dockerfile.j2.
Note this is currently an *RPM only* package, and as of this
commit is not yet availble for other packaging systems.

This bug both affects Rocky and Stein. local_setting.py was not
linked to local_settings under /etc/openstack-dashboard so Horizon
runs with default settings.

Did build of all images for AArch64, looked at failures and here is a
list of ones which never build due to lack of packages.
There are some images which could get to the list but there are already
patches for them in Gerrit.
Also added three more entries for Debian due to missing packages.

This resolves an issue where the previous version of the plugin
would fail to re-send buffered logs if a post to the Monasca Log
API failed. With this new version of the plugin, logs are correctly
buffered and resent.

Builds of horizon needlessly ran many compilemessages iterations for
core horizon parts because of using horizon's manage.py in a loop.
The behavior was caused by recent upstream change ([1]).
It caused CentOS source builds to take too long time and time out in CI.
This patch switches to using django-admin.

Recently a new repo was created in CentOS to distribute Ganesha,
and the repo made a dependency of the Ceph Nautilus repo package [1]
When centos-release-ceph-nautilus 1.2-1 will go out, it should not
be necessary to disable the CentOS Ceph repos pulled in by
dependency of the RDO repositories, as done in [2]

During recent CI issues I got an idea that it would be nice to have
information how much time building specific image took. On local systems
we can do log and then check 'modified_time - creation_time' but not on
CI jobs.
Fresh image:
INFO:kolla.common.utils.base:Building started at 2019-06-26 13:53:08.393544
INFO:kolla.common.utils.base:Ended at 2019-06-26 13:56:40.354761 (took 0:03:31.961225)
Rebuild:
INFO:kolla.common.utils.base:Building started at 2019-06-26 14:00:34.913194
INFO:kolla.common.utils.base:Built at 2019-06-26 14:00:38.988874 (took 0:00:04.075686)
Failed images do not get second line due to logger.exception() being
used.

Monasca now supports InfluxDB 1.7, the current version provided by
Kolla. We no longer need to build an old version for Monasca.

Since this review[1], Qinling supports WSGI execution.
From a production perspective, Qinling should be deployed
using Apache and mod_wsgi.

If stestr failed, then no node info was logged.
Logging node info is now handled in pre and post stages of Zuul.
Additionally Zuul v3 migration recommendations were applied
and some unused code removed improving general readability.

With introduction of new architectures, it seems reasonable to allow
skipping of images based on their architecture.
Additionally, the existing framework had unneccessary duplication.
This commit makes the feature more flexible and cleaner.
Existing skips have been programmatically rewritten.

The startup script requires to be run as root, not ceph.
All other ceph images follow this rule.
Also removed redundant blank line.
