Currently CentOS gates use btrfs storage driver and
create /docker device backing btrfs.
This patch is to sync the gate run with Ubuntu.
(post-Trusty) does not use btrfs, only overlay2.

according to https://pypi.org/project/msgpack-python/ it's
deprecated and should use msgpack.
and this is supported by looking at a build source container
image and noting that pip lists
msgpack 0.6.0
msgpack-python 0.5.6
also msgpack is pulled in via dependency of oslo.serialization
We should be able to rely on it coming in via that dependency
automaticly

Now with Ubuntu 'bionic' being used we can drop
libmysqlclient-compat-dev package use and just go with mariadb packages
directly.
Also move to OpenSSL 1.1 for both distributions.

Many images have 'if x86_64 then amd64 elif aarch64 then arm64' check to
comply with Debian like architecture names in several projects.
This patch creates 'debian_arch' variable which can be used in all
Docker files (similar to 'base_arch' one).
All required images got converted to use it.

Older hacking version depends on pep8, but pep8 module is replaced
by pycodestyle. This is already resolved by updating hacking
version in https://review.openstack.org/#/c/627148/
pep8 is dropped, so no longer require in lower-constraints.txt.

pycrypto has mostly replaced by python2-cryptography
In patch I77b5210cd6e63aa3b01aa2b5b3372dd50009b9ad
the source entries were all flipped to prefer cryptography instead
of pycrypto, let's drop python2-crypto and let any remaining packages
that do need it pull it in explicitly

When user starts Kolla on system without Docker daemon running huge
traceback is generated and then exit.
Issue is because KollaWorker raises exception but no one catches it
(then only call to it is in run_build() which assumes everything is ok).

The `--save-dependency`, `--list-images`, and `--list-dependencies`
options to the kolla-build commands do not actually require docker
daemon running. This commit stop kolla-build from complaining when it is
called with one of the above options without docker daemon started.

this package is a WSGI helper for caching, not in openstack
requirements, and only referenced in refstack and airship.
If it's used by any packages that I missed it should be implicitly
installed where used/needed instead of in openstack-base and not used

Bifrost containers are failing to build occassionally due to udevadm
timeouts. This is likely related to an ansible issue,
https://github.com/ansible/ansible/issues/43884, which can be worked
around by increasing the gather facts timeout value. This change updates
it to 30 seconds from the default 10.

When asserting the validity of config files, we currently
use viewkeys(), which has been removed in Python3, so a kolla
container cannot set the config with Python3 only.
"Traceback (most recent call last):",
" File \"/usr/local/bin/kolla_set_configs\", line 406, in main",
" config = load_config()",
" File \"/usr/local/bin/kolla_set_configs\", line 297, in load_config",
" validate_config(config)",
" File \"/usr/local/bin/kolla_set_configs\", line 238, in validate_config",
" if not data.viewkeys() >= required_keys:",
"AttributeError: 'dict' object has no attribute 'viewkeys'"
Use keys() instead, which is compatible with both Python2 and
Python3, and has no visible performance disadvantage and wrap it in a
set() call so that we are guranteed to compare sets.

This change updates the docker files to use base_package_type instead
of doing specific distro checks for the rhel/deb generic cases. The
base_distro is still available and is used when a specific distro needs
a customization but if the differences are purely rpm vs deb, then the
base_package_type can be used.
