Stein/Buster packages are enabling plugins by default at its installation time, but we actually know what plugins should be enabled just only at the deploy time. Therefore we need to install all available plugins and disble them right at the image build time. Plugins will be enabled according to deployment (kolla-ansible) configuration at deploy time. TripleO container builds are currently failing for ppc64le as the rabbitmq repo file doesn't exist, causing sed to fail. [0] The file not existing is expected for TripleO image builds as these repos are overriden in this case. [1] This patch tests that the file exists to prevent this failure.
