A few new images got apache as part of blueprint
apache-packages-for-apis without restricting it to listen on port 80.
This commit fixes it for all images with the exception of heat-base so
that it can be cleanly backported to stable/ocata.

Following OpenStack Style Guidelines:
[1] http://docs.openstack.org/developer/hacking/#unit-tests-and-assertraises
[H203] Unit test assertions tend to give better messages for more
specific assertions. As a result, assertIsNone(...) is preferred over
assertEqual(None, ...) and assertIs(..., None)

At the moment, Bifrost has caused a few failures which have
blocked the gate, the latest of which is documented in the
bug listed below (alongside with another one that caused another
gate failure).
In order to let patches flow though, we're disabling it
from the gate build checks as agreed on the Kolla meeting on
the 22nd of March 2017. Also, the Ubuntu base image seems
to have a missing /etc/protocols which is created by the
netbase package. This has been added to the base images.
There are issues with subunit getting a very large log all
at once which causes failures that is causing issues. We
also enable logging to a local folder which will make
troubleshooting image builds easier to read and avoid
sending a large blob of data to subunit.

There is a permanent redirection from http to https in buildlogs, cbs
and trunk repos that might create issues when the redirection fails for
some reasons.
Let's use https directly.

Kolla_keystone_user ansible module was not fully
using shade due limitations of Ansible version prior 2.0.
This has changed and lower version than 2 are not supported.
This change migrate the module to fully make use of shade library.
Maintains idempotency and the same features it had.

Generally, OpenStack CI infrastructure workers will typically have
8 cores therefore by hardcoding the threads to 4, we miss out on
valuable CPU power that can speed up builds.
This patch sets the number of threads when running tests between
the higher number of 4 (original value) or the number of CPU cores.

The gating on python 3.4 is restricted to <= Mitaka. This is due to
the change from Ubuntu Trusty to Xenial, where only python3.5 is
available. There is no need to continue to keep these settings.

At the moment, deploy_aio.sh is called with sudo which results
in the environment being wiped. This means that all Zuul
environment variables are removed and therefore when zuul-cloner
runs to checkout the branch of kolla-ansible, it will always
fallback to master as ZUUL_BRANCH is unset.
This patch removes the global usage of sudo in the tox.ini file
as there is existing usage of sudo in the bash script itself. This
will mean that we will only escalate privileges when needed rather
for the whole script and the environment variables should be passed
on properly resulting in the matching release of kolla-ansible being
checked out.

By default, the Bifrost Ansible playbooks will naturally run
everything against /usr/bin/python which means that some modules,
such as Shade when it has to be installed will use the system
Python installation.
By adding `ansible_python_interpreter` and pointing it towards
our Python interpreter, it fixes the failures related to system
Python and conflicts related to it (which in this case, resulted
in Shade failing to build properly).

When using kolla_keystone_service module, if
description attribute is not created(example Keystone).
Service update will fail due missing attribute.
This change adds a None value to description in order to
allow service update when description was not added.

There were a few issues blocking Kolla from going up to the
latest version of Docker which is 1.13. Most of these issues
seem to have been addressed by 1.13.1.
This patch updates the version installed by Kolla to 1.13.1
for the testing infrastructure to prevent the following
bug which is causing gate failures:

When installing from binary, packaging tools create a user for
Keystone which does not have a shell. This results in fernet
token operations failing due to the fact that `rsync` cannot
connect over SSH because the Keystone user cannot login.
This patch addresses this issue by enabling shell access
to the Keystone user, it also refactors the Nova SSH controller
to use the pre-existing macro.

The latest release of OpenStack has moved a lot of the neutron
metadata proxy processes to use HAproxy instead. This package
is not installed by default and causes builds to fail.
This patch addresses this issue by adding the HAproxy package
which should clear out gate problems for source installs.
