The keystone container was changed to only add a keystone user. The rest
of the infrastructure in Kolla expects the name "admin" from a "can I
use a client to access the APIs perspective." As a result, we need a user
for keystone and a user for admin which this patch adds.

The best part about Kolla is using it! In order to do that, we need to
instruct our consumers how it should be consumed. This guide is a start
at that effort, but more work is needed.

Libvirt contains a package that sets the permissions of KVM.
If the host does not have libvirt installed the permissions
will never be set and nova boot will fail.

This change proposes a minimal openstack deployment stood up using
docker-compose. Included is a script to generate the necessary
environment variables for use by the containers as well as an
'openrc'. There is also a script which demonstrates starting the
included services.
We have this working locally using patched containers and can start
instances with networking etc. However, there are several changes
required to various containers that will need to be made to get this
working. We are also using Steven Dake's patches to docker-compose to
allow the use of pid=host. I propose we either merge this change or
build changes on top of this to get a functioning installation.

Adds Keystone Container-Set support
Previously, Keystone containers were configured for use in a
Kubernetes environment. This patch removed k8s dependencies and
adds container set functionality.

To follow the model of container sets, net will be set to
host so that containers will not need to be linked together.
All enviroment variables will come from 'openstack.env'.

This patch overlaps a little bit with https://review.openstack.org/#/c/162358/.
There were some additional glance config that needs to be added to run without

By changing the PREFIX variable in the .buildconf one is now able to
build docker images from different bases.
For example, add the following line to your .buildconf file to build
CentOS based images:
PREFIX=centos-rdo-
Default base image is Fedora. For now only RH family is supported.
Additionally, changing the namespace either with the NAMESPACE variable
in .buildconf or via --namespace commandline option now changes the
source namespace as well from the default kollaglue one.

Make the build scripts work in copies of Kolla so that developers can
continue working while a build is is progress, which can be very long

All base images should have a .buildconf that blanks the PREFIX variable
otherwise the buildscript prepends the prefix to its name, for example
centos-rdo-centos-rdo instead of simply centos-rdo.

Kolla containers obtain time from the host they run on.
Therefore, it is important that hosts (virtual hosts in the case
of the heat template) maintain proper time. NTP should be used
for this purpose.

For some reason -n doesn't work with arrays, probably becuase
the array has an entry by the array's indexed value is empty.
By quoting it we get it as one unit, which behaves as expected.
