This is part of the effort to allow a migration path
for operators using CentOS 7 and Train today.

Python changes:
- limit pip to 20.x as this is last version working on both Python 2 and 3.
- cap 'setuptools' to be older than 58 to have use_2to3 functionality
(fixes 'anyjson' installation)
- upgrade pip in 'elasticsearch-curator' image to get it built on CentOS 7
Unbuildable images:
- 'bifrost-base' under CentOS 8
(Error: Cannot find a valid baseurl for repo: epel)
- 'monasca-grafana' under CentOS 7/8
- 'sensu-client' under CentOS 7
(aws-eventstream requires Ruby version >= 2.3)
- dropped *-upgrade CI jobs as Stein is EOL
- pin 'qpid-proton-c' package for CentOS 7 to not install EPEL one
(cinder-volume, openstack-base and tripleoclient)
- bump 'libvirt-python' in 'masakari-monitors' to 7.10.0
(newer branches install package from distribution but CentOS 7 lacks
it)
- pin 'unf_ext' gem in Sensu images as CentOS 7 lacks Ruby 2.2+
(fixed sensu-server)
- install 'ca-certificates' for newer Let's Encrypt certificates support
(so we can fetch upper-constraints)
- make Zuul fetch openstack/requirements project files
(make 'openstack-base' pass) (like 2nd fix)

Per [1].
It was agreed on during a Kolla IRC meeting. [2]
This continues building non-stream images as they are built on
CentOS 7.

Per our PTG resolution [1] and general OpenStack resolution [2], lower-constraints
are not worth the extra work and confusion they introduce.
This patch drops them along with all mentions.

To better utilise caches during the working week, we decided
to publish only weekly (as opposed to daily).
This is due to DockerHub-imposed limits.

Move all extra jobs to the experimental pipeline.
Cores should know when to test these extras.
This is to reduce the load when a fix is needed in the base image
or across all images.
Otherwise, due to how CI works, we incur the cost of running
all these jobs on each recheck.

This patch disables the lower-constraints job as it started
failing and we agreed during the PTG to drop it anyway. [1]
For Train and below additionally blacklist bandit 1.6.3 as
it was improperly released as a universal wheel. [2]

AArch64 images with get "-aarch64" added to tag to not collide with
x86-64 ones.

Adds build and publishing jobs for CentOS 8 images:
- kolla-build-centos8-binary
- kolla-build-centos8-source
- kolla-publish-centos8-binary
- kolla-publish-centos8-source
The 'base' image has been added to the list of unbuildable images for
CentOS 8 (now separate from the list for CentOS 7). This means that no
images will be built - the jobs should essentially be a 'noop'.

Attempts affect pre failures. This means we can increase stability of
jobs by rejecting nodes that fail pre without failing runs at the same
time (unless we are really unlucky and hit b0rken nodes 5 times in a
row).
This change is adapted from I17b7f878c742fa8db66f738526855a02ab9f1905 in
kolla-ansible.

Debian/binary images publish at release time as we may not have binary
packages during development cycle.

We have implicit branch matchers, so there's no need to add a check for
not-ocata, this job is only run for the branch it's on - like master
now.
Remove it to not confuse Zuul when multiple branches matches and the job
is different.

We should gate on kolla-ansible jobs. Period.
This makes kolla gate on jobs that kolla-ansible gates on already.
They are already voting in kolla.

This is to ensure that any Depends-On does not cause Zuul not to pick up
the change for gating due to no notifications between queues.
Previously W+1-ing a change which depended on non-merged change from
the other project caused it to remain in the same state.

If stestr failed, then no node info was logged.
Logging node info is now handled in pre and post stages of Zuul.
Additionally Zuul v3 migration recommendations were applied
and some unused code removed improving general readability.
