nova-compute: provide needed deps for debian/aarch64
'daxio' needs 'pmdk-tools' which needs 'buster-backports' on aarch64.
Train only.
- backports repo was enabled in ussuri with move to ceph nautilus
- 'pmdk-tools' we pinned with move to QEMU 5 in ussuri
