Update the URL to the upper-constraints file to point to the redirect rule on releases.openstack.org so that anyone working on this branch will switch to the correct upper-constraints list automatically when the requirements repository branches. Until the requirements repository has a stable/2026.2 branch, tests will continue to use the upper-constraints list on master. Instead of overloading tarballs.opendev.org (and relying on their functional state), let's build images directly from Zuul cached workspaces. Remove upper-constraints from Kolla linters.

Linting on master for Kolla is failing right now. The root cause is that master's upper-constraints.txt pins pathspec===1.1.0, but ansible-lint 26.4.0 requires pathspec<1.1.0,>=1.0.3. Sadly not using upper-constraints in Kolla linters is a little more complex than in Kolla-Ansible because of the inheritance of tox dependencies. tox: Drop basepython
