The kolla-toolbox container have their own virtualenv path differs from all other containers. This change adds the correct sudoers secure_path configuration needed only for kolla-toolbox conainer. Some older versions of udev have trouble reading these (/dev/disk/by-label is missing). To work around this, we shell out to sgdisk and scrape the partition name data directly.
