[tool.setuptools.data-files] does not support recursive directory
installation. The old setup.cfg [files] worked because PBR's
FilesConfig.expand_globs() used os.walk() to expand docker/*, but
this hook is not triggered by the pbr.build PEP-517 backend.

Move docker/ into kolla/ and use [tool.setuptools.package-data]
instead. Update kolla_worker._get_images_dir() to check the kolla
package directory first so both editable and regular installs work.

Set inject_facts_as_vars to False to match what we do in
Kolla-Ansible (and this option will default to False in 2.24)

Depends-On: https://review.opendev.org/c/openstack/kolla-ansible/+/972696

The Ansible logs are currently not collected by Heka. This can be
done later, with an Ansible-specific decoder for Heka.

Partially implements: blueprint heka

This change is needed for clarity. We have a kolla-ansible script.
We have a kolla-mesos repo. We plan to have a kolla-ansible repo.
Already we have had far too much confusion about whether we are
talking about the container or the project. Naming this kolla-toolbox
eliminates all of that confusion and its probably a bit more accurate
of a name too.

Closes-Bug: #1541053
