Need find the node with largest seqno number in that file and recovery from that node. It seemed racey and prone to failure on slower connections to a registry. The original task was extremely complex and it didnt really verify that the MariaDB was ready to serve connections. Use wait_for with a regex instead. This posed problems with kolla-mesos reusing the same script. Since there is no reason for this pidfile to be configurable in path _at_ _all_, we hardcode the path. Additionally, we adjust the file perm change to only update the perms on the folder if it is not already properly set.
