The ``rbd`` section of ``nova.conf`` for ``nova-compute`` is now generated
when ``nova_backend`` is set to ``"rbd"``. Previously it was only generated
when both ``enable_ceph`` was ``"yes"`` and ``nova_backend`` was set to
``"rbd"``.
