[stable-2026.1-only] Fix proxysql-ca.pem location in release note
The release note added in
https://review.opendev.org/c/openstack/kolla-ansible/+/994258
refers to certificates_internal_dir, but proxysql-ca.pem is read from
kolla_certificates_dir in stable/2026.1 and older branches.
