This patch moves into using project templates, which is easier
to organise.

base_distro and upgrade variables are derived from base.yaml
and respective job name - so don't need to be specified in each
job anymore.

All jobs will now also have an OS release specified, so it's easier
to add different OS release jobs (e.g. when backporting new release
support to stable branch).

Ironic Inspector has been retired and its functionality has been
moved to Ironic.

Added a change to service-ks-register to make password optional
(to able to remove user without a password being passed in).

Using the opportunity - increasing CI coverage to include
inspection.

Switch some Ubuntu jobs to 16GB because they hit OOM with proxysql
and running instances in QEMU/KVM.

Rename kolla-ansible-noble to kolla-ansible-ubuntu-noble

We have seen OOM issues in particular for debian jobs, let's see whether
using larger nodes helps.

Add "migrate-container-engine" action to kolla-ansible which
changes the container engine on which the Openstack is deployed on.
For example Docker to Podman and vice versa.
