Adds support for deploying multiple instances of the Nova
Compute Ironic service on the same host. This is useful
in large baremetal deployments, where the sharding and/or
conductor group feature is used to scale out the service.

A further patch to support deploying multiple Ironic
conductor instances will follow.

Adds a check similar to the handlers that will stop iterated services
correctly. This is necessary in the case of ovn sb db relay, where the
container name is ovn_sb_db_relay_1 vs ovn_sb_db_relay.

Without this, any stop action will fail.

Test roles/ subdirectories as well (used by Zuul)

In addition to that container_exec_become will also
fail when "docker exec" or "podman exec" will be used
instead of "{{ kolla_container_engine }} exec"

The kolla docker/podman workers already have support for ignoring when
containers are missing. This patch just exposes that to the CLI with the
flag ``--ignore-missing``.

<title>Fix kolla-ansible stop with heterogeneous hosts</title>

The 'kolla-ansible stop' command can be used to stop the services
running on hosts. However, if you run this command in an environment
with heterogeneous nodes (most real world scenarios have at least
control/compute), then it fails. This is because it only checks
whether a container is enabled, and not whether the host is in the
correct group. For example, it fails with nova-libvirt:

    No such container: nova_libvirt to stop.

This change fixes the issue by only attempting to stop containers on
hosts to which they are mapped.

Many tasks that use Docker have become specified already, but
not all. This change ensures all tasks that use the following
modules have become:

* kolla_docker
* kolla_ceph_keyring
* kolla_toolbox
* kolla_container_facts

It also adds become for 'command' tasks that use docker CLI.

With this change, an operator may be able to stop a
service container without stopping all services in a host.
This change is the starting point to start
fast-forward upgrades support.
In next changes new flags will be introducced to disable
stop dataplane services during upgrades.
