mariadb: Increase healthcheck start_period to 120s

On fresh deployments the monitor user is created in post-deploy, after containers have started — with the default 5s start_period the first healthcheck fires at t+30s (interval) before the user exists. 120s also provides enough margin for SST on larger databases. Drop support for DB Loadbalancing with HAProxy + clustercheck

MariaDB Clustercheck has not been updated for a long time and ProxySQL has been working well as the default. Dropped DB Loadbalancing with HAProxy and MariaDB clustercheck support and ProxySQL now gets enabled automatically when MariaDB is enabled. Replaced MariaDB container healthcheck method with healthcheck.sh from official MariaDB docker images. Performing service upgrade with this patch will remove remaining mariadb_clustercheck container. Add TLS support for MariaDB Connections

Change from PERCONA_SCHEMA to mysql for mariabackup

In 2023.1, mariadb was at version 10.6, which meant that the PERCONA_SCHEMA.xtrabackup_history table was used to log historicals for backups. Starting in 2023.2 onwards, mariadb is at version 10.11, and the default table used is now mysql.mariadb_backup_history. Because the mysql database already exists, there is no reason to try and create it. Instead, we just need to update the defaults and ensure the permissions get added to the correct database.
