cinder: Define backend variables in group_vars/all

The iscsi role derives the cinder-volume/backup inventory groups from cinder_enabled_backends, but that variable (along with cinder_backends, cinder_ceph_backends and the cinder_backend_*_name variables) was only defined in the cinder role defaults. The iscsi play runs before the cinder play, so the variable is out of scope there and prechecks (and deploy/reconfigure) fail with: 'cinder_enabled_backends' is undefined when a Cinder iSCSI/LVM backend is enabled. Move these backend variable definitions to group_vars/all/cinder.yml so they are in scope for every play, including the iscsi role. This also keeps all cinder backend definitions - including the cinder-backup ceph backend (cinder_backup_backend_ceph_name, cinder_backup_ceph_backend) - in one place. All of their dependencies (the enable_cinder_backend_* flags, cinder_backend_ceph and the ceph_* variables) are already global, and globals.yml is applied as extra-vars, so operator overrides continue to take precedence. Drop support for running WSGI under Apache

The migration to uWSGI has been successfully completed. All API services now run exclusively under uWSGI. The *_wsgi_provider variables have been removed from all affected roles along with leftover Apache wsgi config templates and fluentd Apache log handling. Rework Apache fluentd input configuration so it doesn't glob out whole /var/log/kolla/*/* and just include required services when enabled. cinder: Change default destination for cinder-volume/backup containers

Kolla-Ansible defaulted for long time to deploy cinder-volume/backup containers on storage group, which is good for Cinder LVM deployments. Problem is - majority of deployments does not use Cinder LVM backend - they use mainly Ceph (based on OpenStack User Survey) and probably some other proprietary vendors which are API driven. Let's change the default to reflect reality. If a user has cinder lvm enabled - we will deploy it as it was before If a user has both cinder lvm and something else enabled - we will deploy cinder-volume and cinder-backup in both places (cinder group and storage group) If a user doesn't have cinder lvm enabled - we deploy only in the cinder group Change-Id: Ia4a874de8f1b8eab8ff688eab4c6af013449c18c Signed-off-by: Michal Nasiadka

Standardize API health check endpoints

Configure dedicated health check endpoints for Load Balancers Standardize health check paths in OpenStack and Grafana Ansible defaults to improve Load Balancer (HAProxy) reliability. The 'httpchk' configuration for the modified roles now uses dedicated health check endpoints (e.g., /healthcheck or /api/health) and enforces an HTTP 200 OK expectation. This ensures faster and more robust failure detection. Additionally, by moving health checks away from generic endpoints (such as OPTIONS /), application logs are now much cleaner. The log files will no longer be flooded every second with HAProxy probe entries like: "OPTIONS / HTTP/1.0" 200 94 0.000954 NOTE: The following services are exceptions to this standardization and still use the root endpoint (`/`) for health checks due to the lack of a dedicated health check middleware in their default API paste configuration: **cyborg_api**, **masakari**, **mistral_api**, **nova_api**, **octavia_api**, **placement**, **tacker**, **venus**, and **watcher**.
