Normalize quotes and some other easy fixes done by
ansible-lint --fix

Also drop etc from excludes and ignore comment check in
etc/kolla/globals.yml

Pinning to ansible-lint&lt;25.11.0 because 25.11.1 is breaking
without any messages

This allows us to continue execution until a certain proportion of hosts
to fail. This can be useful at scale, where failures are common, and
restarting a deployment is time-consuming.

The default max failure percentage is 100, keeping the default
behaviour. A global max failure percentage may be set via
kolla_max_fail_percentage, and individual services may define a max
failure percentage via &lt;service&gt;_max_fail_percentage.

Note that all hosts in the inventory must be reachable for fact
gathering, even those not included in a --limit.

<title>nova: use any_errors_fatal for once-per-cell tasks</title>

We run some nova tasks once per cell, using a condition to match a
single host in the cell. In other similar tasks, we use run_once, which
will fail all hosts if the task fails. Typically these tasks are
critical, and that is desirable. However, with the approach used in
nova-cell to support multiple cells, if a once-per-cell task fails, then
other hosts will continue to execute, which could lead to unexpected
results.

This change adds any_errors_fatal to the plays or blocks that run these
tasks.

Some plays were not applied to all groups referenced by the services
they deploy. In most cases this works fine, but if the default inventory
is modified this may cause problems where containers are not deployed to
hosts in the missing groups, if they are not a member of other groups
that the play is targeted to.

This change syncs up the play hosts for all services.

Both include_role and import_role expect role's name to be given
via "name" param instead of "role".
This worked but caused errors with ansible-lint.

<title>Support multiple nova cells</title>

This patch adds initial support for deploying multiple Nova cells.

Splitting a nova-cell role out from the Nova role allows a more granular
approach to deploying and configuring Nova services.

A new enable_cells flag has been added that enables the support of
multiple cells via the introduction of a super conductor in addition to
cell-specific conductors. When this flag is not set (the default), nova
is configured in the same manner as before - with a single conductor.

The nova role now deploys the global services:

* nova-api
* nova-scheduler
* nova-super-conductor (if enable_cells is true)

The nova-cell role handles services specific to a cell:

* nova-compute
* nova-compute-ironic
* nova-conductor
* nova-libvirt
* nova-novncproxy
* nova-serialproxy
* nova-spicehtml5proxy
* nova-ssh

This patch does not support using a single cell controller for managing
more than one cell. Support for sharing a cell controller will be added
in a future patch.

This patch should be backwards compatible and is tested by existing CI
jobs. A new CI job has been added that tests a multi-cell environment.

ceph-mon has been removed from the play hosts list as it is not
necessary - delegate_to does not require the host to be in the play.

Documentation will be added in a separate patch.
